The first hour will be dedicated to raising the Iraqi flag and delivering speeches in celebration of the Great Victory Day and the liberation of the provinces from ISIS terrorist gangs.

- Directive to the security forces in all provinces to organize public events and decorations to commemorate the seventh anniversary of the Great Victory Day in all sectors, provinces, districts, and sub-districts from December 8, 2024, to December 12, 2024.

- Directive to ministries and security agencies to hold activities to mark the seventh anniversary of the Great Victory Day over ISIS after the central celebration.

- Directive to unions, associations, and civil society organizations to celebrate the seventh anniversary of the Great Victory Day over ISIS from December 8, 2024, to December 12, 2024.

- Directive to complete all entitlements of the families of martyrs and wounded as a fundamental adoption of the governmental program of the Iraqi government.

- Directive to the Baghdad Municipality and municipal directorates to open parks for public celebration on the Great Victory Day.

- Directive to declare an official holiday on Tuesday, December 10, 2024, in all ministries and government institutions in celebration of Victory Day.
