Moscow and Tehran Launch a Comprehensive 20-Year Renewable Partnership.

The Russian Ministry of Foreign Affairs announced that the Comprehensive Strategic Partnership Agreement between Russia and Iran has officially entered into force.

In a statement, the ministry said:

> “The agreement reflects the strategic choice of the top political leadership in Russia and Iran to continue strengthening comprehensive friendly relations and good neighborliness, which serve the fundamental interests of both nations.”

It is noted that Russian President Vladimir Putin and Iranian President Masoud Pezeshkian signed the treaty in Moscow on January 17. President Putin ratified the agreement into law on April 21.

The ministry added:

> “This event marks a significant milestone in the history of bilateral relations, elevating them to a qualitatively new level of comprehensive strategic partnership.”

Both sides aim to deepen and expand cooperation across all areas of mutual interest.

Key points of the agreement include:

- Maintaining close trade and economic cooperation

- Conducting joint military exercises

- Prohibiting either side from aiding an aggressor if one party is attacked

- Preventing the use of their territories to support separatist movements threatening territorial integrity

- Resisting the imposition of sanctions, which they consider internationally unlawful

- Avoiding participation in third-party restrictions against one another and rejecting unilateral coercive measures

- Enhancing media cooperation to counter misinformation and negative propaganda

- Collaborating on disaster prevention and response, both natural and man-made

- Establishing an independent payment infrastructure, free from third-country influence

- Constructing a gas pipeline from Russia to Iran via Azerbaijan, with ongoing negotiations on pricing

- Joint efforts to combat international terrorism and other threats

The treaty is valid for 20 years, with automatic renewal for an additional five years.

President Putin ratified the law in April, formalizing the strategic partnership signed during President Pezeshkian’s visit to Moscow in mid-January.

This agreement provides a legal framework for a long-term, comprehensive partnership between the two countries, especially in light of shared geopolitical challenges. It includes provisions for enhanced cooperation in security and defense and commits both parties to closer coordination at regional and international levels.
