An official delegation from the Syrian Ministry of Defense, led by Chief of the General Staff Major General Ali al-Naasan, arrived in Moscow on Thursday. The delegation was received by Russian Deputy Defense Minister Yunus-bek Yevkurov.

According to the Russian Ministry of Defense, the visit aims to develop mechanisms for military cooperation and coordination between the two countries.

The visit comes in the context of restructuring defense relations between Damascus and Moscow following recent political changes and the fall of former President Bashar al-Assad. Both parties—the Russian government and Syria’s new leadership—are working to establish a new military relationship that considers Russia’s presence at military bases in Syria and its ongoing role in regional and security dynamics.

Observers suggest this move represents an effort to establish new frameworks for defense cooperation that go beyond the civil war era. The focus is now on restructuring Syria’s military institutions and enhancing operational coordination with Russian forces amid a shifting regional and international landscape.

Back in late July, Moscow hosted a high-level Syrian delegation that included Foreign Minister Asaad al-Shaibani and Defense Minister Marhaf Abu Qasra. The delegation held a series of intensive meetings with Russian officials and military leaders.
