Russian National Security Council Secretary Sergey Shoigu arrived in Baghdad on an official visit, where he was received by Iraq’s National Security Advisor, Qasim Al-Araji. Al-Araji welcomed the Russian delegation and affirmed the Iraqi government's commitment to engaging with all countries to promote mutual interests.
The meeting focused on strengthening bilateral relations between Iraq and Russia, with emphasis on military and intelligence cooperation, exchange of expertise, training, border security, cybersecurity, counterterrorism, drug control, and technology transfer. The two sides also discussed regional developments and diplomatic efforts to end the conflict in Gaza.
Al-Araji reiterated Iraq’s keenness to develop security, economic, strategic, and investment ties with Russia, while Shoigu expressed Moscow’s sincere desire to enhance joint cooperation across all fields.
Analysts believe Moscow is seeking to fill potential gaps in Baghdad following Washington’s withdrawal from parts of the Middle East, and that Shoigu’s visit may represent Russia’s strategy for a “gradual return” to the Iraqi arena.
The visit also serves as a prelude to an anticipated meeting between Iraqi Prime Minister Mohammed Shia' Al-Sudani and Russian President Vladimir Putin on the sidelines of the upcoming Arab Summit in Moscow.
