Congress Approves 2026 Defense Budget: Continued Support for Iraq and Syria and Oversight on Turkey.

The U.S. House of Representatives has passed the National Defense Authorization Act for fiscal year 2026 with a vote of 231 to 196, including key provisions to extend American support for Iraq and Syria and to enhance oversight of Turkey’s activities in the region.

The legislation extends the Department of Defense’s support program for Iraqi partner forces in the fight against ISIS and continues funding for Iraq’s counterterrorism units.

The bill allocates $212.516 million to the Train and Equip Fund for combating ISIS in fiscal year 2026, along with $130 million to support vetted Syrian groups fighting the organization inside Syria, and $15 million for Lebanon for the same purpose.

It also stipulates continued compensation for countries that provide military or logistical support to U.S. operations in Iraq.

One provision requires the Departments of Defense and State to prepare a detailed report on Turkey’s activities in Syria and Iraq to determine whether they contribute to terrorist organizations or commit violations that lead to humanitarian crises among civilians.

The bill also includes a clause prohibiting funding for the Badr Organization. To become law, the bill must still be approved by the Senate and signed by President Donald Trump.

Last Thursday, the House also voted to repeal authorizations for the use of military force related to Iraq as part of the broader defense authorization bill. The House had previously voted in 2021 to repeal the 2002 authorization, and the Senate followed in 2023 by approving a bill to repeal both authorizations—marking a significant legislative step toward rebalancing war powers between the executive and legislative branches.
