Iraq’s Minister of Migration and Displacement, Ms. Evan Faeq Gabro, announced the launch of the country’s first national plan to promote safe, orderly, and regular migration for the years 2025–2030. The announcement was made during a conference held in Baghdad, attended by Mr. Claudio Cordone, Deputy Special Representative of the UN Secretary-General for the UNAMI mission in Iraq; Mr. Giorgi Gigauri, Head of the International Organization for Migration (IOM) mission; Mr. Steven Fagin, Acting Head of the U.S. Mission; along with political, security, and academic figures, ambassadors, and representatives of international and civil organizations.
In her speech at the conference, Minister Gabro stated that “the plan reflects Iraq’s determination to address migration issues through two parallel tracks: on one hand, it aims to tackle irregular migration in a way that safeguards rights and enhances Iraq’s image abroad; on the other, it seeks to regulate foreign migration into Iraq based on clear legal foundations.”
She added that “through this plan, the government has established principles and mechanisms that strengthen safe migration policies and ensure the sustainable integration of returnees and migrants into society. It strikes a balance between protecting human rights and meeting national security and development needs, in line with Iraq’s international commitments.”
Minister Gabro also announced that the Ministry of Migration and Displacement had achieved first place in implementing the government program for 2025 and ranked highest in integrity and anti-corruption efforts—an honorable achievement that reflects the ministry’s commitment to responsibility and tireless work in service of the Iraqi people.
