The U.S. State Department announced that Secretary Marco Rubio held talks on Monday with several of his European counterparts regarding diplomatic efforts to end the war in Ukraine.

A spokesperson for the department stated that Rubio met with British Foreign Secretary David Lammy, Ukrainian counterpart Andriy Sybiha, Finnish Foreign Minister Elina Valtonen, EU foreign policy chief Kaja Kallas, and others.

Sybiha expressed Ukraine’s gratitude to Rubio for his efforts and to U.S. President Donald Trump for his “leadership in making peace.” He emphasized that security guarantees for Ukraine are essential.

On the platform “X,” Sybiha wrote, “I reaffirmed Ukraine’s position that security guarantees must be strong, legally binding, and effective. They should be multidimensional, including military, diplomatic, legal, and other levels.”

He added, “We are all convinced that the Ukrainian army is the fundamental pillar of any such guarantees, and therefore its maximum strengthening is our top priority.”

Following separate summits with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, as well as European leaders, Trump tasked Rubio with leading negotiations on Ukraine’s security guarantees.
