Kremlin spokesperson Dmitry Peskov announced that the Saudi-hosted talks between the United States and Russia will focus on a draft agreement to ensure maritime safety in the Black Sea and other aspects of resolving the Ukrainian crisis. Observers suggest that discussions may also address guarantees to prevent the Kyiv government from using the ceasefire period to regroup its forces.

According to Kremlin statements, the Saudi talks are technical discussions that will address various facets of the Ukrainian crisis.

One of the key issues is the Black Sea maritime security initiative, which includes precise details that need to be agreed upon. It is noteworthy that an agreement on securing navigation in the Black Sea was reached three years ago, with the support of the UN Secretary-General, during the signing of the Grain Deal by Russia. However, this initiative was later halted.

Experts predict that one of the main topics will be mechanisms and guarantees to prevent Ukraine from using the ceasefire period to reorganize and rearm its forces. It is also expected that this period will be limited to peacekeeping operations, as Moscow views Europe as disregarding peaceful solutions and leaning toward militarization.

Furthermore, Moscow claims that Ukrainian forces do not adhere to ceasefire agreements, such as the one regarding attacks on energy facilities. This agreement was reached during phone discussions between Putin and Trump but was violated when Ukrainian forces attacked a Russian oil facility in the Krasnodar region.

Another issue on the agenda is the topic of territorial division, as referenced by Trump. Resuming peaceful negotiations will face challenges related to Ukraine's constitutional issues, especially regarding the principle of negotiating with Russia—a stance previously rejected by Zelensky but now expected to become acceptable.

Additionally, there are issues concerning the ceding of Ukrainian territories that have come under Russian sovereignty.

Sources close to the Kremlin indicate that after agreements are reached on these aspects of the crisis, the parties may move to the next phase to discuss mechanisms for a comprehensive ceasefire.
