American media reported on Thursday that President Donald Trump has approved a 28-point plan to resolve the Ukraine conflict. The plan was drafted by Special Envoy Steve Witkoff, Vice President J.D. Vance, Secretary of State Marco Rubio, and Trump’s son-in-law Jared Kushner, according to NBC News.

Reports from Axios also highlighted the roles of Qatar and Turkey as mediators in preparing the plan and supporting the negotiation efforts.

U.S. officials discussed the proposals with senior Ukrainian officials, including National Security Advisor Rustem Umerov, and with Russian official Kirill Dmitriev.

Key provisions of the plan include:

- Transferring effective control of Donetsk and Luhansk (Donbas) to Russia.

- Turning territories from which Ukraine withdraws into demilitarized zones.

- Freezing lines of engagement in Zaporizhzhia and Kherson, with the possibility of returning some territories after future negotiations.

- Banning foreign troop deployments in Ukraine and prohibiting the delivery of long-range weapons.

- Halving the size of the Ukrainian army.

- Granting the Russian language official status and recognizing the Ukrainian Orthodox Church.

The plan also proposes U.S. and European security guarantees to deter potential Russian aggression, recognition of Russian sovereignty over Crimea and Donbas, and a multi-year ban on Ukraine joining NATO, according to the Wall Street Journal.

The plan partially aligns with proposals made by Russian President Vladimir Putin during his meeting with Witkoff last August and at the summit with Trump in Alaska. Washington is betting on Moscow’s interest in revitalizing economic ties with the West to boost the plan’s chances of success.

German Foreign Minister Heiko Maas stated that Germany supports the plan despite not having seen its full details.

U.S. Army Secretary Driscoll arrived in Kyiv to verify information related to the proposals, according to CBS News.

Reuters also reported that Trump’s special envoy for Ukraine, Kellogg, plans to leave the administration in January 2026.
