Kuwait summons the Iraqi ambassador for the second time over faction attacks.

The Kuwaiti Ministry of Foreign Affairs announced that it had summoned the Iraqi ambassador to Kuwait for the second time, following attacks carried out by armed groups.

In a statement, the ministry said that “Ambassador Aziz Rahim Al‑Daihani, Acting Deputy Foreign Minister of Kuwait, summoned Zaid Abbas Shanshul, the chargé d’affaires of the Embassy of the Republic of Iraq in the State of Kuwait, to deliver a note of protest, for the second time, in response to the continued assaults carried out by Iraqi armed factions targeting Kuwaiti territory.”

According to the statement, the Acting Deputy Minister affirmed that “launching armed attacks on the State of Kuwait from the territory of the Republic of Iraq constitutes an act of aggression against Kuwait, a violation of its sovereignty, and a breach of international law and the Charter of the United Nations.”

Al‑Daihani stressed Kuwait’s rejection of these “dangerous attacks,” calling on the Iraqi government to “take all necessary measures against the perpetrators to deter them from such actions.”

He also emphasized “the State of Kuwait’s full and inherent right to defend itself under Article 51 of the UN Charter and to take all necessary and legitimate measures to confront these attacks that threaten its security, sovereignty, and territorial integrity.”

Kuwait’s Ministry of Electricity, Water, and Renewable Energy had confirmed that an attack occurred on Sunday evening, targeting a service building at one of the power and water desalination stations.

The Kuwaiti Ministry of Foreign Affairs had previously announced on Wednesday, March 4, that it had summoned the Iraqi chargé d’affaires in Kuwait and delivered a note of protest following attacks launched by Iraqi factions against Kuwaiti territory.

The ministry stated that “Ambassador Aziz Rahim Al‑Daihani, Acting Deputy Foreign Minister, summoned Zaid Abbas Shanshul, the chargé d’affaires of the Embassy of the Republic of Iraq in the State of Kuwait, to deliver a note of protest regarding the attacks carried out by Iraqi armed factions that targeted Kuwaiti territory on Tuesday, March 3, 2026.”
