Russia Officially Withdraws from a European Convention.

The Federation Council of Russia approved a law during a general session to withdraw from the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.

According to the explanatory memorandum:

"Due to the obstruction by the Council of Europe of the process to elect a new member representing the Russian Federation (following the expiration of the previous member’s term) to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, which was established under the provisions of the European Convention."

It also stated:

"The Russian Federation has not been represented in this committee since December 2023 and has no ability to fully and effectively participate in the work of this monitoring mechanism. Requests submitted to ensure Russia’s representation in the European Committee have been ignored, despite the principle of cooperation outlined in the European Convention."

The European Convention for the Prevention of Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment was signed on November 26, 1987, along with Protocols No. 1 and No. 2 on November 4, 1993, and was officially signed on behalf of the Russian Federation in Strasbourg on February 28, 1996.
