American media reported on Saturday that Kyiv has agreed to 90% of the framework for peace in Ukraine proposed by U.S. President Donald Trump. According to the New York Post, a U.S. official stated that Ukraine's defense minister informed Washington of Kyiv's 90% approval of Trump's proposal.
The official also mentioned that a decision on a comprehensive ceasefire in Ukraine is expected during the London meeting. U.S. Secretary of State Marco Rubio remarked on Friday that the coming days will be critical for the peace process in Ukraine, warning that if peace cannot be achieved, the U.S. will move forward. Speaking from Paris, Rubio said, "If ending the war in Ukraine is not possible, the United States must abandon its efforts and move on. This is not our war. We did not start it. The United States has supported Ukraine for the past three years, and we want it to end."
In this context, Axios cited European officials suggesting that U.S. threats to withdraw from negotiations over Ukraine are likely aimed at pressuring Kyiv rather than Moscow. Meanwhile, the Washington Post , quoting European sources, revealed that the draft agreement presented by the U.S. during the Paris meeting likely does not include American security guarantees for Kyiv.
Washington and Kyiv aim to finalize an underground resources agreement by April 26, with Ukrainian Prime Minister Denys Shmyhal traveling to the U.S. next week for this purpose. The Trump administration described the agreement as a way for the U.S. to recover some of the financial aid it provided to Ukraine during the war. Last month, the administration proposed a new, more comprehensive minerals agreement that does not offer Kyiv future security guarantees but requires all revenues from the exploitation of natural resources by public and private companies across Ukrainian territories to be deposited into a joint investment fund. Kyiv, however, is demanding better terms and refuses to recognize previous U.S. aid as "debts" to be repaid.
The U.S. State Department confirmed to Fox News that the American deal with Kyiv regarding natural resources is not linked to the ceasefire process in Ukraine.
